AVPD Special Enforcement Team The City of Apple Valley and the Police Department have created a two-officer Special Enforcement Team. The team began operation in 2001 and is used to both supplement officers on the street and to work independently on solving problems and issues as they occur within the City. The Team has the ability to move about the City in response to recurring complaints, problems, or issues. The focus of the Team is generally traffic, primarily in neighborhoods and areas of chronic traffic concerns. Other Team activities involve meeting with and speaking to neighborhood and business groups, problem solving through education and enforcement, and conducting surveillance on recurring crime or public order problems. The creation of this Team was the direct result of action by the Apple Valley City Council to increase police staffing in response to concerns voiced by citizens to councilmembers complaints received by both the Police Department and City Hall. The formation of this Team enables the Police Department to maintain a sustained long-term approach in order to reduce and solve problems. In addition to increasing staffing, the City Council also authorized the Police Department to acquire an unmarked police vehicle for use by the Team. This unmarked vehicle is fully equipped with latest generation computer, cellular phone, and traffic and DWI enforcement technology. This program is an addition to the existing Safe & Sober program and the Traffic Safety Advisory Committee.
