2008 Erosion & Sediment Control Plan:
For Contractors and Homeowners in Residential Areas

So you have a Natural Resources Management Permit (NRMP) for your project, now what? Here are a few things to keep in mind BEFORE, DURING AND AFTER the completion of your project! Please follow these steps in order:

A. Erosion & sediment control measures MUST BE IN PLACE BEFORE any clearing or grading begins as stated by City Ordinance.

B. Install temporary sediment/erosion controls such as; silt fence, biorolls, mulch berms, filter logs, and/or erosion control blankets/netting to contain sediment on your property and to keep it off your neighbors’ property, surrounding streets, sidewalks and out of the City of Apple Valley’s storm sewers. This is important to keep our City ponds & lakes clean!

C. Please call the Natural Resources Department at 952-953-2463 to schedule a time for an erosion control inspection prior to the start of your project. We would like to make sure your controls are
functioning properly.

D. Now you are ready to begin your project! When grading your property, REMEMBER to keep sediment off the street! Even temporary placement of sod, mulch, rock, sediment etc. is prohibited from being placed on the roadway.

E. Routine erosion & sediment control inspections will take place on site and an inspection report will be provided to the Project Manager listed on the NRMP application. If erosion & sediment control corrections are not completed by the re-inspection date, the City will DISCONTINUE BUILDING INSPECTION SCHEDULING and/or issue a STOP WORK ORDER until corrections are completed.

F. Sometimes there is a need for temporary stabilization during a project. You may need to seed and/or mulch areas of loose, unstable sediment that is not currently under construction for more than 7 days.

G. Finish your project! Now is the time to install permanent stabilization. Vegetation is the best and most cost-effective erosion control practice. Make sure your property is vegetated within 30 days of completed construction.

The Minnesota Pollution Control Agency (MPCA) Permit Standards for Maintenance & Inspection are as follows:

1. Inspect your project site every 7 days and within 24 hours after every ½ inch rain event to ensure the erosion & sediment controls are working properly. If not, repair immediately.

2. Clean out silt fences when they are 1/3 full of sediment, or replace with functional silt fences within 24 hours.

3. Maintain construction entrance and clean adjacent roads and/or sidewalks of any mud tracked onto them.
