Water Distribution

Inspect and maintain the distribution infrastructure and storage facilities. Other responsibilities include metering, accounting for water use, and maintaining water quality within the distribution system.

Water Conservation

View a water conservation brochure >>>

Your help in the efficient use of water will reduce the need for implementing water restrictions. Following are some suggestions for conserving water during summer.

Check for leaks both in your home and at outside fixtures. Leaks will needlessly cause your water bill to increase.

Water in the early morning; it is the best time to water for all plants.

Avoid watering during the afternoon, which is the hottest period of the day and when evaporation is greatest.

Water only when your lawn needs it. If you step on the grass and it springs back, it doesn't need watering. An established lawn needs only one inch of water per week.

Deep-soak your lawn. When you do water, do it long enough for the moisture to soak to the roots where it will be most beneficial. A light sprinkling can evaporate quickly and tends to encourage shallow root systems.

Position your sprinklers so the water lands on the lawn or garden, not on paved areas.

Plant drought resistant trees and plants. Add mulch around them to slow evaporation of moisture and discourage weed growth.

If you see someone opening a fire hydrant other than City personnel, please notify the Police Department at 952-322-2323. City vehicles are marked with the City logo. For more water conservation tips:

Water Meters

The water meter is connected to an outside readout device that is read quarterly. The City of Apple Valley contracts for the reading of residential meters. Please make sure the readout device is not hidden by shrubbery or foliage.

If you have installed an invisible fence to confine your pet, please inform the Utility Billing Department at (952) 953-2522. Without a visible fence to warn of the presence of a pet, the meter reader could enter your yard, startle your pet and risk being bitten.

If your utility bills seem too high, compare the meter reading on the bill to the reading on the water meter register. One way to significantly cut down on water use is to install a water saver on your shower. A water audit kit, "The Do It Yourself Home Water Audit Kit", is available free of charge from the Utilities Division.

Look for possible water leaks, such as a faulty float in the toilet or a dripping faucet. If your water meter appears to be leaking, report the matter to the Utilities Division at (952) 953-2400. If you think your meter is inaccurate, the City can test the meter, although a fee is required. The fee will be refunded if the meter proves to be defective.

Water Pressure

Water pressure should remain constant with the exception of periods of high water usage, which may occur during extended periods without rain. The normal cause of reduced pressure is not pressure but a restriction, which reduces water volume to the faucet or affected fixture. If you have noticed a drop in pressure/volume, we ask that you first check valves within the residence to ensure they are turned on full. If so, bypass the water softener and check the flow coming from the faucet.

The vast majority of questions concerning reduction in water pressure are a result of the water softener restricting the flow of water. Most softeners are equipped with a manual bypass valve. It is a very simple procedure to bypass these softeners momentarily to check for a flow restriction.

Normally, the kitchen cold water is not softened. The remaining fixtures in the residence are normally all softened. If pressure/volume at the kitchen cold appears normal, check the softener.

Water Quality

The hardness of water supplied by the city is 17 grains per gallon (g/g).

Water Restrictions

Water use restrictions were implemented to enhance water conservation, environmental stewardship, and comply with state regulations. Water restriction information is listed below:

  • Lawn watering is permitted only before 11 a.m. and after 6 p.m. each day between May 1 and September 30. Lawn watering refers to in-ground irrigation systems, mechanical sprinklers, and unattended hoses.
  • These restrictions do not apply to hand watering (hose must be attended) of plants, and children's water toys when in use by children; in addition to, non-irrigation water use such as vehicle washing.
  • Residents using alternate sources for irrigation such as private wells or water from lakes and ponds are subject to the same lawn watering restrictions as users of the municipal water supply.
  • New sod laid and trees planted in the calendar year are exempt.
  • Additional water restrictions may be implemented if necessary to maintain normal domestic and fire flow requirements.
