Whitney Drive Storm Water Improvements

Use Attainability Analysis:
During 2001-2003, the Black Dog Watershed Management Organization conducted a Use Attainability Analysis (UAA) for Crystal Lake/Keller Lake to study water quality issues. The UAA included a water quality analysis for Crystal Lake/Keller Lake and the watershed, including a review of historical water quality data, intensive lake water quality monitoring, and computer simulations of land use impacts on water quality.

As a result of the Crystal and Keller Lake Use Attainability Analysis several potential improvements were identified within the watershed. These improvements are intended to help reduce pollutant levels of the two lakes. One of the eight primary improvements identified in the study is a project to treat stormwater runoff from a large drainage area in Apple Valley that currently is discharged directly into Keller Lake. Impaired Waters and TMDL:
Reduction of pollutant levels in Keller Lake is important because the lake is listed as an Impaired Water by the Minnesota Pollution Control Agency. Due to this MPCA designation, a study of Total Maximum Daily Loads (TMDL) for the lake is required. This study will in turn result in an allocation of mandatory pollutant loading reduction to Keller Lake for the City of Apple Valley. Apple Valley Drainage:
Apple Valley's watershed contribution to Keller Lake is comprised of approximately 800 acres. Of this area, nearly 600 acres contribute direct drainage to the lake with no prior treatment. The majority of this flow (480 acres) passes through a 66" diameter storm line that discharges directly to Keller Lake within Keller Park. The City is in the process of studying options to reduce loadings to Keller Lake. Because of this concentration of flow, one option consists of constructing a stormwater treatment pond within portions of Keller Park (in Apple Valley) and Lac Lavon Park (in Burnsville). Informational Meetings:
The City conducted an informational meeting on April 7, 2009 to present an overview of the study process and solicit comments and input from the public. Residents had several questions related to the potential construction of a pond within park property. Staff is currently reviewing the comments and concerns expressed at the meeting. Additional information will be provided on this website section. A second informational meeting is also anticipated in late May. Meeting notices will be distributed prior to the meeting.
