1. CALL TO ORDER
The meeting of the Urban Affairs Committee was called to order by Acting Chair Sharon Schwartz at 7:00 p.m.
Members Present: Barry Berg, Sandy Breuer, Shelley Madore, Sharon Schwartz and Pam Sohlberg.
Members Absent: Robin Curran and Shirley Doering.
Staff Present: Kathy Bodmer, Assistant City Planner and Susan Bast, Recycling Coordinator.
Guests present: Ron Moening, Waste Management and Craig Seim, BFI.
2. APPROVAL OF AGENDA
MOTION: Pam Sohlberg moved, seconded by Barry Berg, to approve the agenda. The motion carried unanimously.
3. APPROVAL OF MINUTES OF JUNE 24, 2003.
MOTION: Shelley Madore moved , seconded by Sandy Breuer to approve the minutes of the September 9, 2003 meeting. Motion carried unanimously.
4. DISCUSSION ITEM
REFUSE PROGRAM - SECOND REVIEW OF DRAFT TELEPHONE SURVEY
Sharon Schwartz opened the meeting by asking the Committee if they had comments regarding the revised telephone survey. The Committee reviewed the revised draft survey and provided feedback. Barry stated that Decision Resources should be complimented on how they revised the survey to address the concerns raised by the Urban Affairs Committee at its last meeting.
Shelley stated that she was concerned that the wording of question #22 would give the impression that the City doesn't enforce its ordinances.
MOTION: Pam moved, seconded by Shelley, to revise the wording of question # 22 as follows: "Continued garage door collection may mean haulers will have to increase their costs." Motion carried unanimously.
MOTION: Shelley Madore moved, seconded by Pam to revise question #24 as follows: "Garbage collectors may be subjected to safety hazards " Motion carried unanimously.
MOTION: Shelley moved, seconded by Sandy, to revise questions #28 and #29 as follows:
As you may know, the City of Apple Valley requires residents to individually contract with a garbage collector. Currently, garbage collection day is determined by the hauler. The City could allow residents to continue to individually contract for garbage collection service, but zone the City so there is a single collection day for all haulers in your area.
28. Would you support or oppose AV zoning the City ?
Or, a different option would be for the City to work with a group of haulers, with one hauler assigned to collect from each neighborhood. Another option would be for the City to designate one hauler for the entire City.
29. Which options do you prefer?
Motion passed unanimously.
MOTION: Barry moved, seconded by Pam, to submit the survey with changes to Decision Resources and for Decision Resources. Motion passed unanimously.
The Committee asked that Code Enforcement Officers be invited to attend the next meeting when the Committee receives the results back from the survey. The Committee also suggested that any other staff members who may be impacted by the findings from the survey be asked to attend the meeting. The next Urban Affairs meeting will be held on October 28, 2003, if the survey results are available.

MOTION: Sandy moved, seconded by Shelley to adjourn the meeting. The meeting
adjourned at 7:50 p.m.
