1. CALL TO ORDER
The meeting of the Urban Affairs Committee was called to order by Acting Chair Sharon Schwartz at 7:05 p.m.
Members Present: Barry Berg, Shelley Madore, Pam Sohlberg, Sharon Schwartz and Sandy Wagner. Shirley Doering arrived at 7:10 p.m.
Members Absent: Robin Curran.
Staff Present: Margaret Milton, Nelda Werkmeister and Kathy Bodmer
Guests present: Dave Weidenfeller, BFI; Gary Boyum, Waste Management.
2. APPROVAL OF AGENDA
MOTION: Pam Sohlberg moved, seconded by Shelley Madore, to approve the agenda. The motion carried unanimously.
Shirley Doering arrived and then chaired the meeting.
3. APPROVAL OF MINUTES OF JANUARY 25, 2000
MOTION: Sharon Schwartz moved, seconded by Pam Sohlberg to approve the minutes of the January 25, 2000 meeting. Motion carried unanimously.
4. DISCUSSION ITEMS
A. PARKING OF RECREATIONAL VEHICLES
Margaret Milton provided a summary of the City Council's consideration of the Urban Affairs Committee's recreational vehicle parking recommendation. The Committee recommendation, presented at a Council informal work session, was that the City consider revising the code to prohibit recreational vehicles from parking within 13' of the edge of the roadway. Milton stated that the City Council discussed the recommendation and raised several questions regarding how the ordinance would be enforced and whether it would result in more cars parked in the street overnight. Planning Staff met with the City Administrator who suggested that, because the proposed parking restriction is based on the City of Eagan's ordinance, further review of the item be postponed until the City of Eagan makes changes to its ordinance.
The Committee asked what the City's enforcement policies have been regarding overnight parking in the street. Milton stated that code enforcement is done primarily on a complaint basis. Shelley Madore expressed her concern about waiting to establish an ordinance regarding this issue.
MOTION: Shelley Madore moved, seconded by Pam Sohlberg, to direct staff to contact other cities to find out what their enforcement issues have been. Motion passed unanimously.
B. REFUSE PROGRAM - REFUSE COLLECTION SURVEY RESULTS
Kathy Bodmer reviewed the results of the refuse collection survey and the Committee discussed the findings.
Sharon Schwartz suggested that a more proactive enforcement of garage side placement of the refuse containers be considered. It was noted that according to the ordinance, the enforcement of garage side placement of containers is the hauler's responsibility. Shirley Doering asked whether the haulers would help to educate the residents regarding the refuse ordinance. Nelda Werkmeister stated that the funding the City receives from the County for refuse and recycling education might be available to reimburse some of the haulers' expenses of distributing ordinance information to the residents.
MOTION: Shelley Madore moved, seconded by Barry Berg, to forward a copy of the Urban Affairs Committee Survey Results to the City Council, recommending that no change be made to the current refuse ordinance. The Committee further recommended that the City consider a more proactive enforcement policy and educational program regarding the placement of refuse containers. Lastly, the Committee suggested that additional information regarding the refuse program be provided in the City's newsletter and distributed by the City's haulers. Motion passed unanimously.
5. OTHER BUSINESS
Shirley Doering noted that the Committee would wait to schedule its next meeting until they are given direction by the City Council.
