1. Call to Order

The meeting was called to order at 7:00 p.m. by Chair Dolan.

Members Present: Craig Anglin, Dick Asleson, Linda Dolan, Harald Eriksen, Charles Grawe, Arthur Zimmerman

Consultants Present: Stephanie Jackson

Members Absent: Neal Heuer


2. Approval of Agenda

MOTION: Mr. Eriksen moved, second by Mr. Zimmerman, to approve the agenda as presented. Motion passed unanimously.


3. Approval of October 9, 2002 Minutes

MOTION: Mr. Anglin moved, second by Mr. Eriksen, to approve the minutes of October 9, 2002. Motion passed unanimously.


4. Audience Items

There were no audience items.


5. Traffic Concerns Communicated to the City

A) Police
Mr. Anglin said the Police Department has increased its traffic enforcement efforts on the south end of Garden View Drive, near the intersection with 160th Street.

Mr. Anglin said he received a complaint regarding semaphore violations from a Rosemount resident. The resident suggested that the City use the "Photo Cop" technology to capture images of vehicles violating the semaphore. Mr. Anglin referred the resident to their state legislators for legislation authorizing the use of such technology.

Mr. Anglin said there was a fatal collision involving an unmarked Apple Valley squad car and a resident's vehicle at the intersection of County Road 42 and Galaxie Avenue. A pregnant female resident in the car died as a result of injuries received from the collision. The baby was delivered and is recovering. A male resident in the car is also recovering. The State Patrol is investigating the incident.


B) Public Works
As Mr. Heuer was not present, there was no report from Public Works for the meeting.


C) Other Concerns Communicated to the City
There were no other concerns communicated.


6. Traffic Safety Educational Efforts

a) Monthly Newspaper Article

The group reviewed the parking restrictions article published in the newspaper. Ms. Jackson requested topics for future articles. Mr. Anglin suggested an article on driving under the influence. He also suggested an article on semaphore violations.

Mr. Anglin said Shepherd of the Valley Church has not contacted him about the article for distribution. Mr. Grawe said he believes the parking restriction signs have been posted on 126th Street.

b) Garbage Truck Article

Mr. Grawe distributed an article about the City of Decatur, Georgia using its garbage trucks to slow speeds on residential streets.

c) Driver Education Instructor

Ms. Dolan said she has not had success reaching the Eastview High School Drivers Education Instructor. She said she would try to reach the Apple Valley High School instructor next. The Committee is looking for a high school student to sit in on meetings and give their viewpoints in issues related to traffic safety in Apple Valley. Mr. Anglin said the school resource officers might be able to help her. Mr. Anglin said he would contact the student resource officer to get more information for the committee.


7. Other Business

a) December Meeting Conflict with City Council Budget Meeting

Mr. Grawe noted the Council meeting and scheduled TSAC meeting conflict. He said staff is not aware of any issues for the December meeting at this time. Mr. Grawe also suggested the group consider setting the meeting schedule for next year if the December meeting is cancelled.

MOTION: Mr. Asleson moved, second by Mr. Grawe, to cancel the December meeting and meet the second Wednesday of every-other-month beginning in January of 2003, with the understanding that special meetings could be called as necessary. Motion passed unanimously.

b) Commercial Vehicle Enforcement

Mr. Anglin said the recent joint enforcement effort for commercial vehicles on 160th Street was very successful. He noted that state law restricts the number of unmarked squads that can be used for enforcement activity.

c) WalMart Parking Lot

Mr. Eriksen requested that staff contact WalMart about repainting the striping in the private drive exiting onto Pennock Avenue.

d) COPS Brochure on Speeding in Residential Areas

Mr. Anglin distributed a brochure on speeding in residential areas for the Committee's reference.


8. Adjourn

MOTION: Mr. Grawe moved, second by Mr. Zimmerman, to adjourn the meeting. Motion passed unanimously. The meeting was adjourned at 7:25 p.m.
