Minutes
1. Call to Order
The meeting was called to order at 7:05 p.m. by Chair Dolan.
Members Present: Craig Anglin, Linda Dolan, Harald Eriksen, Charles Grawe, Neal Heuer
Consultants Present: Stephanie Jackson, Glen Van Wormer
Others Present: None
Members Absent: Dick Asleson, Arthur Zimmerman
2. Approval of Agenda
Ms. Dolan asked that the assignment of Committee members to items on the work plan be added to the agenda.
Mr. Eriksen moved, second by Mr. Grawe, to approve the agenda as amended. Motion passed unanimously.
3. Approval of November 14, 2001 Minutes
Mr. Anglin moved, second by Mr. Eriksen, to approve the minutes of November 14, 2001. Motion passed unanimously.
4. Audience Items
There were no audience items.
5. Traffic Concerns Communicated to the City
A) Police
Mr. Anglin presented the report on traffic complaints received by the Police Department over the past 30 days. The report included:
94 complaints
78 property damage accidents
8 personal injury accidents
198 special enforcement traffic contacts
Mr. Anglin said he would present a summary report for the year 2001 at the January meeting.
B) Public Works
Mr. Heuer presented the report on traffic complaints received by the Public Works Department. The report included:
15 complaints
5 complaints concerning 140th Street (4 concerned the new signals)
2 complaints concerning 147th Street and Foliage
C) Committee requests for evaluation and study:
Mr. Van Wormer said he would discuss the 147th Street and Foliage intersection later in the meeting.
Ms. Dolan requested a review of 153rd Street between Cedar Ave and the Post Office.
Mr. Heuer requested the County study County Road 38 and Diamond Path.
6. Continue Discussion of Crosswalk Study
A) 157th Street and Hallmark Path
Mr. Van Wormer said he recommends maintaining the crosswalk because it is used by school pedestrians, and is connected to Cedar School via a pathway.
B) 147th Street and Embry Path
Mr. Heuer said he found no additional historical data on the intersection. The next overlay is 12 years out. He also noted low traffic volumes on 144th Street at Embry Path.
Mr. Eriksen moved, second by Mr. Anglin, to not repaint the crosswalk and eventually remove the crosswalk at 147th Street and Embry Path, with the signs remaining in place until the crosswalk is removed. The crosswalk will be reevaluated in the fall of 2002. Motion passed unanimously.
7. 2001 – 2002 Work Plan
The Committee reviewed the status of ideas for the 2001 – 2002 Work Plan:
A) ISD 196 Contact
Mr. Eriksen said he invited Transportation Training Specialist Mary Smith to the January 9, 2002 meeting.
B) Auto Dealers
Mr. Anglin said he spoke with several local dealers and found that Ford does not have any applicable traffic safety programs. The local dealer is still checking with General Motors. Mr. Anglin suggested creating a packet to be distributed in the glove boxes of sold vehicles.
C) Scout Programs
Ms. Dolan said there are no elements in the merit badge series relating to traffic safety.
D) Safety Camp
Ms. Dolan said this has been done at a community level, but not a neighborhood level. She briefly described camps held at the malls by the Minnesota Safety Council. She noted that local community commitment is necessary. Mr. Anglin said a neighborhood level event could coordinate with the neighborhood watch functions.
E) Educational Program
The group brainstormed various educational program ideas:
1) Comprehensive Information/ Materials
2) Abbreviated "Tips"/ Information
- Web site development (for page that changes frequently)
- Cable bulletin board page
- Cable access production of short segments to be included on Police Beat program
- Articles in City's quarterly newsletter
- Regular paid advertisement in local paper with different tips and news each week
- Movie theater promotional slide before previews
3) Presentations/ Seminars/ Classes/ Camps
- City-wide traffic safety camp
- Neighborhood-wide traffic safety camp (possibly coordinated with Neighborhood Watch events)
- School-based efforts (to be discussed with School representative at next meeting)
4) Educational Campaign Funding
- Pursue possible grants
F) Discussion of Priorities
There was a brief discussion regarding left-turn signal programming, Opticom control functions, speed limit determinations, and the general priorities of the items on the Work Plan.
G) Next Steps
Ms. Dolan said she would like to present a summary to the City Council. She requested a list of accomplishments for 2001 for the next meeting. A proposal of future activities would also be included.
8. Specific Location Concerns
A) County Road 31 and 142nd Street and Essex Avenue
Mr. Van Wormer said Dakota County asked that they study the Pilot Knob and 142nd intersection, with cooperation from the City.
B) County Road 42 and Garden View Drive
The County would like to study this intersection to develop a long-range plan to relocate the frontage roads.
C) County Road 38 and Diamond Path
The County has been asked to study this intersection.
D) County Road 42 and Garrett Avenue and 151st Street
Mr. Van Wormer said he would study the intersections along Garrett.
E) 147th Street and Foliage Avenue
There was brief discussion about the intersection. Mr. Van Wormer said he expects the issues to be greatly reduced once Flagstaff and 147th Street are fully extended.

Mr. Anglin moved, second by Mr. Eriksen, to adjourn the meeting. The meeting was adjourned at 9:48 p.m.
