Call to Order

Chair Dolan called the meeting to order at 7:00 p.m.

Approval of Agenda

MOTION: of Heuer, seconded by Lohse, approving the agenda for today’s meeting. Motion passed unanimously.

APPROVAL OF APRIL 11, 2001, MEETING MINUTES

MOTION: of Heuer, seconded by Lohse, approving the May 9, 2001 meeting minutes. Motion passed unanimously.

No audience members were present.

COMPREHENSIVE PLAN - TRANSPORTATION CHAPTER

Committee Member Heuer reviewed the Transportation Chapter of the City's Comprehensive Plan. Mr. Heuer reviewed the various street types and their respective functional classifications, including city streets, collector streets, and various forms of arterial streets. Mr. Heuer stated that these functional classifications are used for planning purposes, and that a change in classification does not mean a change in traffic volume, speed, or driver behavior.

FLEETWOOD AVENUE - FLAGSTAFF AVENUE INTERSECTION

Chair Dolan reviewed the issues and previous Committee discussions pertaining to the Fleetwood Avenue - Flagstaff Avenue intersection, including the location of special needs children in the area, speed and volume issues, utilization of the Police Department's speed trailer, and the potential for traffic calming in the area.

Committee Member Heuer reviewed the traffic volume results, stating that volumes were very low in the area and the traffic was being generated from the neighborhood. Mr. Heuer also reviewed the traffic speed study results, stating that most all speeds were below the posted speed limit and that vehicles were slowing as they approached the Fleetwood Avenue - Flagstaff Avenue intersection.

Committee Member Lohse stated that the Police Department utilized the speed trailer in the study area on two different occasions.

Mr. Van Wormer indicated that he examined various forms of traffic calming to analyze their effectiveness and stated based on the present environment, traffic calming would not be effective in the area. Mr. Van Wormer stated that landscaping is more effective in higher volume environments and the present openness of the Fleetwood Avenue -Flagstaff Avenue intersection is advantageous for visibility. Mr. Van Wormer stated that handicap advisory signs have mixed results and may not be as effective because of the local nature of the traffic in the area.

The Committee discussed the potential for traffic education and community involvement in the neighborhood. Committee Member Pederson stated that meeting agendas for both the May and June meetings were sent to Mr. Rob Franchino and Mr. and Mrs. Omar Valencia, both of which stated they were representing the neighborhood, inviting them to be present to discuss the issue.

The Committee discussed the potential of posting advisory curve signs both northbound and southbound in the area south of the referenced intersection near the home of 13750 Flagstaff Avenue.

MOTION: of Asleson, seconded by Dolan, denying the reinstallation of stop signs at the intersection of Fleetwood Avenue - Flagstaff Avenue; installing advisory curve signs both northbound and southbound in the area south of the referenced intersection near the home of 13750 Flagstaff Avenue; encouraging community involvement and communication; and directing staff to prepare a finding-of-facts and summary judgment to be forwarded to the City Council. Motion passed unanimously.

PARKING ISSUES

Upper 145th Street. Committee Member Heuer distributed a petition signed by the residents of 8153 - 8175 Upper 145th Street near Apple Valley High School requesting no parking from September 1 through June 15 7:00 a.m. until 3:00 p.m.

MOTION: of Zimmerman, seconded by Pederson, restricting parking on Upper 145th Street from 8153 - 8175 Upper 145th Street near Apple Valley High School from September 1 through June 15 7:00 a.m. until 3 p.m. Motion passed unanimously.

Garden View Drive. Committee Member Heuer stated that as a result of the Garden View Drive Ad Hoc Advisory Committee on Traffic's recommendations, parking in certain areas of Garden View Drive and Whitney Drive will need to be prohibited. Mr. Heuer also presented a letter from a resident expressing concern over the parking restrictions.

MOTION: of Zimmerman, seconded by Asleson, establishing parking restrictions on Garden View Drive at Baldwin Drive, Whitney Drive, 157th Street West, and Hayes Trail and on Whitney Drive at the intersection with Garden View Drive. Motion passed unanimously.

The Committee also discussed parking on the east side of Garden View Drive adjacent to Southview Elementary and Valley Middle Schools. Committee Member Heuer stated that Garden View Drive Committee recommended that parking be restricted in this stretch of the street. Mr. Heuer stated that he has been recently contacted by neighbors in this area regarding parking and requested those neighbors gather signatures via petition noting their desires. Committee Member Pederson stated that in reviewing the Garden View Drive Committee's recommendation, a survey of the neighborhood was taken. The survey indicated that two out of the eleven homeowners potentially affected by this restriction supported the Committee's recommendation. Mr. Pederson stated that the Committee may wish to further discuss this recommendation once the City receives any petition.

Baldwin Drive. Committee Member Heuer stated that residents on Baldwin Drive north of the Valley Middle School athletic fields recently contacted him regarding parking issues. Mr. Heuer stated that there was a long history with parking in this area, and asked that the neighbors to informally discuss the parking issue to determine whether they could come to a consensus. No action was taken.

INDEPENDENT SCHOOL DISTRICT 196 TRANSPORTATION POLICY

The Committee discussed the Independent School District # 196's recent decision to change walking boundaries, decreasing the number of bussed students and increasing the number of pedestrians. The Committee discussed the implications that one governmental body can have on another, and also discussed the City's sidewalk policy and possible need for additional sidewalks in the future.

MID-BLOCK PEDESTRIAN CROSSINGS

Committee Member Heuer distributed a list of pedestrian crosswalks at mid-block, unstopped locations, and recommended that the City's consultant traffic engineer evaluate each of the listed crosswalks.

MOTION: of Zimmerman, seconded by Lohse, directing the city's consultant traffic engineer to evaluate and study mid-block, unstopped pedestrian crosswalks throughout the City. Motion passed unanimously.

POLICE DEPARTMENT SPECIAL ENFORCEMENT TEAM

Committee Member Lohse discussed the Police Department's enhanced efforts on traffic enforcement with the creation of a Special Enforcement Team, examining both specific locations and specific public safety concerns.

TRAFFIC CONCERNS COMMUNICATED TO THE CITY

Committee Member Heuer reviewed the traffic concerns communicated to the City over the past two months.
