Meeting Facilitator Libby called the meeting to order at 7:05 p.m.
September 18, 2000, Meeting Minute Changes
Meeting Facilitator Libby presented a copy of a church bulletin and flyer which were distributed to all members of at Grace Lutheran Church (Attachment 2). Meeting Facilitator Libby stated that the attachment distributed at Grace Lutheran Church was identical to the flyer referenced by Mr. John Eastham at the September 11, 2000, meeting. Committee Member Louis stated that she had received a request from the Pastor at Grace Lutheran Church for information regarding the Garden View Drive issue. Committee Member Louis stated that she was surprised to find out that the flyer was distributed and that her name and phone number appeared in the church bulletin for more information regarding the Garden View Drive issue. **
Add ** Committee Member Louis stated that the church bulletin sits on a table; members who happened to be in attendance that week, and chose to take one, were the only members who received it. The church requested a flyer that would alert members to the Garden View Drive issue, after a child was hit and killed on 140th Street. Committee Member Louis indicated that her name was not attached to the flyer, and was told that the church chose to print her name and phone number in the bulletin because Committee Member Louis is a member of the church, and they are well aware that Committee Member Louis has been trying for a long time to protect the neighborhoods in west Apple Valley from arterial road traffic, and they wanted parishioners to be able to reach Committee Member Louis. Committee Member Louis left a copy of the open house flyer with the Church secretary and asked her to print the information. The flyer was put on a table "pick up the flyers" was printed because there wasn't room, Committee Member Louis was told. Committee Member Louis provided another open house flyer and insisted that the information regarding the open house be printed, and Committee Member Louis name removed. A copy of this flyer was provided to Meeting Facilitator Libby.**
Meeting Facilitator Libby stated that the comments resulting from the open house demonstrate that the Committee did a good job in educating and communicating with the public.
Committee Member Berg expressed concern with regard to the fact that Southview Elementary School held its Family Fun Night Picnic from 5:30 p.m. to 7:30 p.m. on the same evening as the Garden View Drive open house. Committee Member Berg expressed concern with regard to the fact that many parents who might wished to have attended the Garden View Drive open house were unable to do so because they were in attendance for the Southview Elementary School event. Committee Member McKeag explained to the Committee that the Southview Elementary School event was divided into two sections: one portion of the school was scheduled between 5:30 p.m. and 6:30 p.m. and the remaining portion scheduled between 6:30 p.m. and 7:30 p.m. Committee Member McKeag stated that families would have had an opportunity to attend the Garden View Drive open house either before or after their allotted time at Southview Elementary School.
Meeting Facilitator Libby distributed the information that was transcribed from the open house comment cards (Attachments 1-7). Meeting Facilitator Libby also distributed the comment card used at the open house (Attachment 8) as well as attachments depicting the number of sign-ins and comments returned (Attachment 9) and statistical analysis of the results (Attachment 10). Committee Member Shade distributed a news articles from the City of Lakeville entitled "Messages" (Attachment 11).
Committee Member Bergman discussed the possibility of placing more landscaping on Garden View Drive as a traffic calming measure and specifically referenced the Steadman's property south of 157th Street on Garden View Drive as a location for planting trees. Public Works Director Heuer stated that the placement of trees in the requested location could obstruct the vision of drivers. Committee Member Bergman asked whether landscaping could be placed on the other side of the street in front of the homes. Public Works Director Heuer stated that the property owners should make this determination.
OPEN HOUSE DISCUSSION
The Committee reviewed the comments received via the comment cards at the open house and e-mail correspondence as well as individual comments made to the Committee Members via discussions at the open house. Meeting Facilitator Libby presented the Committee with a petition signed by 208 residents of Hyland Pointe Court, Hyland Drive, Harwell Avenue, and Harmony Way stating their opposition to a diverter or restriction of turning choices at the intersection of Garden View Drive and County Road #46 (Attachment 12).
The Committee discussed potential traffic calming measures on Harwell Avenue, including speed humps, channelization, and chokers.
Committee Member McKeag stated that the Committee needs to develop a systematic approach to the implementation of a recommendation. Committee Member Nelson stated that the Committee "needs to make it ugly to drive on Garden View Drive" and eliminate any cars from the street that should otherwise not being driving Garden View Drive. Committee Member Shade expressed concern for Garden View Drive without the "pork chop." Committee Member Shade stated that the three goals of the Garden View Drive Committee were to (a) reduce traffic, (b) reduce speed, and (c) increase safety.
Committee Members Shade and McKeag stated that a sequentially phased approach was the proper manner with which to proceed. Committee Member Berg asked that as Committee Member McKeag is a representative of the School District, why would he not support something that increases the safety of the children. Committee Member McKeag stated that he wants a solution that will be "win-win" for all parties involved, that the entire problem be fixed, that a prioritized approach be taken, and that he is in full support of the safety of the children. Committee Member Koering stated that the Committee should not take an "all or nothing" approach, but rather implement solutions in a phased manner and make determinations as to what works.
Meeting Facilitator Libby stated that the Committee should first reach consensus on the plan, take responsibility for prioritizing the plan and fitting the plan into budget and construction timelines, and take responsibility to investigate financial options to present to the City Council.
Committee Member Hamann-Roland stated that this process is very important and that this Committee has many significant implications for any future processes. Committee Member Hamann-Roland expressed satisfaction with the amount of positive open house comments with regard to the Committee and process with which has transpired. Committee Member Hamann-Roland expressed respect and integrity for the process, and stated that this Committee set out to reach a consensus and come up with an effective solution.
Committee Member Nelson asked about the cost implications of any proposal. City Administrator Lawell stated that the Committee hasn't yet taken up the issue to specifically discuss where funds to finance such projects would come from.
Committee Member Hamann-Roland stated that the specific projects within the proposed plan should be prioritized, and that safety, especially around the schools, should be the highest priority in developing a phased implementation plan.
Committee Member Shade stated that he was convinced something has to be done to close off Garden View Drive.
Committee Member Loch asked how the process would work once the City Council receives the Committee's recommendation. Committee Member Hamann-Roland stated that the City Council would receive the recommendation, discuss the issues segment by segment, and act accordingly.
Committee Member McKeag stated that the Committee needs to develop a phasing plan that builds momentum in its interpretation and implementation. Committee Member Heieren stated that the Committee should prioritize the solutions based on the identified problems. Committee Member Zimmerman stated that additionally, priorities should be based on funding. Committee Member Nelson asked whether the Committee should present a five-year phasing plan? And what happens to the project in the meantime?

The Committee discussed the remaining portion of the Committee process. Meeting Facilitator Libby stated that the Committee needs to make a commitment to stay on track and admit that they have enough input to finalize a recommendation. Committee Member Lawrence presented and discussed an alternative way to examine and complete the process.
The Committee discussed the entire Garden View Drive corridor and scope of analysis as a system as well as the potential for a phased implementation approach to the solutions. Each member provided a summary of verbal comments they received at the open house. A few minor modifications to the proposals were suggested.
Committee Member Nelson emphasized the importance of reviewing the public comments from the open house.
