MINUTES OF GARDEN VIEW DRIVE TRAFFIC AD HOC COMMITTEE

Meeting Facilitator Libby called the meeting to order at 7:06 p.m.
Andy Pederson stated that there were no requested changes to the September 11, 2000, Meeting minutes. Mr. Pederson indicated that the Meeting minutes would be posted to the City of Apple Valley's web site.
MOTION: of the Committee to approve the September 11, 2000 Meeting minutes. Motion passed unanimously.
The Committee discussed the flyer that was distributed to approximately 60 households in the Hyland Pointe area. Committee Member Evers presented the Committee with a copy of the letter he distributed to the 60 households (Attachment 1). Committee Member Evers stated that the letter was distributed to inform homeowners of the open house and urge residents to attend and voice their opinion at the open house. Committee Member Evers stated that he had discussed the open house with approximately 20 of the 60 households. Committee Member Evers also stated that the Committee must take into consideration his dual responsibility of not only being a committee member, but also being president of the Hyland Shores Homeowners Association. The Committee expressed concerns with regard to the fact that the Committee did not authorize this flyer.
Meeting Facilitator Libby presented a copy of a church bulletin and flyer which were distributed at Grace Lutheran Church (Attachment 2). Meeting Facilitator Libby stated that the attachment distributed at Grace Lutheran Church was identical to the flyer referenced by Mr. John Eastham at the September 11, 2000, meeting. Committee Member Louis stated that she had received a request from the Pastor at Grace Lutheran Church for information regarding the Garden View Drive issue. Committee Member Louis stated that she was surprised to find out that the flyer was distributed and that her name and phone number appeared in the church bulletin for more information regarding the Garden View Drive issue. Committee Member Louis stated that the church bulletin sits on a table; members, who happened to be in attendance that week, and chose to take one, were the only members who received it. The church requested a flyer that would alert members to the Garden View Drive issue, after a child was hit and killed on 140th Street. Committee Member Louis indicated that her name was not attached to the flyer, and was told that the church chose to print her name and phone number in the bulletin because Committee Member Louis is a member of the church, and they are well aware that Committee Member Louis has been trying for a long time to protect the neighborhoods in west Apple Valley from arterial road traffic, and they wanted parishioners to be able to reach Committee Member Louis. Committee Member Louis left a copy of the open house flyer with the Church secretary and asked her to print the information. The flyer was put on a table "pick up the flyers" was printed because there wasn't room, Committee Member Louis was told. Committee Member Louis provided another open house flyer and insisted that the information regarding the open house be printed, and Committee Member Louis name removed. A copy of this flyer was provided to Meeting Facilitator Libby.
Committee Member Shade distributed a copy of This Week Newspaper which had three Letters to the Editor in favor of restricting traffic flow from the Highview realignment. Committee Member Shade requested that copies be made and distributed to all committee members.
Meeting Facilitator Libby requested that the Committee recommit to the original ground rules which stated that the whole Committee would approve all communications before being presented to the public. The Committee agreed.
Meeting Facilitator Libby presented a display to be used at the open house entitled "Pedestrian Jeopardy."
Mr. Van Wormer presented and reviewed each of the display boards that will be used at the open house on Thursday. Mr. Van Wormer stated that the requested changes would be made by Thursday. Mr. Van Wormer presented two additional displays the Committee had requested regarding the Hyland Pointe area. The Committee requested that Mr. Van Wormer change the presented maps to reflect to reflect a right out only on Hyland Avenue at County Road 46.
Committee Members Berg and Shade requested new volume projections for Hyland Pointe, Garden View Drive, Harwell Avenue, and Harmony Way under this new proposal.
Mr. Van Wormer discussed the various ways in which traffic volumes could be presented at the open house.
The Committee discussed the various alternatives for potentially affected side streets. Mr. Van Wormer stated that before any of the potentially affected side streets are surveyed for opinions on a specific traffic calming measure, they should be made aware of each of the potential traffic calming options and the pros and cons of each.
Mr. Mulvihill expressed concerns over the amount and speed of traffic on Harwell Avenue and Harmony Way. Mr. Mulvihill stated that he feels as though more traffic exists than what is being reflected in the traffic counts. Mr. Van Wormer stated that he feels confident with regard to the traffic volume information on Harwell Avenue and Harmony Way due to the fact that three separate counts have occurred and each has produced similar results.
Dakota County Commissioner Branning stated that future Dakota County plans include (a) a full traffic signal on County Road 46 at the top of the hill and (b) the existing Highview Avenue will become a right in - right out only intersection.
Meeting Break at 8:20 p.m. Meeting resumed at 8:30 p.m.
Meeting Facilitator Libby distributed information from Committee Member Louis dated September 16, 2000, (Attachment 4), and a letter dated October 14, 1998, from Committee Member Louis to then Apple Valley Mayor Gary Humphrey (Attachment 5). Also distributed was an article from the This Week Newspapers entitled "Authority over Minnesota streets is a complex web" (Attachment 6).
The Committee discussed accident information presented by Committee Member Louis (Attachment 3). Meeting Facilitator Libby cautioned Committee Member Louis on the manner in which such information is used. Meeting Facilitator Libby stated that all referenced accident information should state the source from which it was obtained because of potential liability issues. Police Captain Lohse stated that the handout presented by Committee Member Louis does not entirely nor accurately reflect Police reports and urged caution on the usage of such information. Police Captain Lohse also stated that the source of the information for each accident should be clearly stated.
Committee Member Berg requested that Committee Member McKeag who represents Independent School District (ISD) 196 provide the Committee with his written comments to the School District Superintendent on why he votes the way he does when the appropriate time arrives. The Committee requested that Committee Member McKeag encourage ISD #196 Superintendent John Haro and the ISD #196 School Board to attend the open house.
Meeting Facilitator Libby requested that Committee Members who are able to, arrive at Valley Middle School at 4 P.M. on Thursday for assisting the set-up of the open house materials.
Administrative Assistant to the City Administrator Pederson presented a presentation to be used at the open house displaying the various traffic calming alternatives the Committee is currently exploring.
