MINUTES OF GARDEN VIEW DRIVE TRAFFIC AD HOC COMMITTEE

September 11, 2000 - 7:00 p.m.

Meeting Facilitator Libby called the meeting to order at 7:08 p.m.

Meeting Facilitator Libby distributed information to the Committee including (a) the Garden View Drive Advisory Committee on Traffic Open House notification flyer (Attachment 1); a Letter to the Editor from former City of Apple Valley Mayor Gary Humphrey entitled "Proposed Garden View Drive alignment with Lakeville's Highview is fraught with problems" (Attachment 2); and a letter dated September 7, 2000, from Committee Member Evers to City Administrator Tom Lawell (Attachment 3).

The Committee discussed the "Letter to the Editor" (Attachment 1) and the Committee Member Evers letter to City Administrator Lawell (Attachment 2). The Committee also discussed a flyer that was distributed to approximately 60 households in the Hyland Pointe area. Committee Member Shade expressed several concerns, including (a) the fact that this flyer was not authorized by the Committee (b) whether Committee Member Evers has been representing his own interests or the interests of his neighborhood, and (c) how any potential falsely communicated information would be corrected.

Meeting Facilitator Libby stated that she would attempt to obtain a copy of the discussed flyer distributed to the Hyland Pointe area as well as investigate the source of the flyer.

Meeting Facilitator Libby stated that the message communicated at the open house will need to be clear and consistent in order to correct any false or misinformation. Meeting Facilitator Libby also stated that the Committee must communicate the fact that they have examined potential implications of the discussed solutions, which will be displayed at the open house.

 

HARMONY WAY DISCUSSION

John Eastham, Deputy Sheriff for Ramsey County and resident of Harmony Way, requested to speak before the Committee. Mr. Eastham stated that all of the solutions the Committee has and will examine have both positive and negative implications. Mr. Eastham stated that a channelizing island on Garden View Drive at County Road 46 would negatively impact twice as many households as are currently being impacted. Mr. Eastham stated that approximately 83 households on Harmony Way and 157th Street and 80 households on Harwell Avenue and 157th Street would be negatively impacted and endangered if a channelizing island were installed on Garden View Drive at County Road 46. Mr. Eastham stated that the channelizing island only benefits the 40 houses on Garden View Drive south of 157th Street.

Mr. Eastham requested that the Committee take three factors into consideration when they examine and recommend solutions: (a) Harmony Way and Harwell Avenue were not built for the same traffic volumes as Garden View Drive, (b) a channelizing island on Garden View Drive at County Road 46 would double the number of impacted households, and (c) the Committee should consider the entire neighborhood when they recommend a solution.

Mr. Eastham emphasized the point that a channelizing island sacrifices the safety of the residents on Harwell Avenue and Harmony Way. Mr. Eastham strongly encouraged the Committee not to use a channelizing island on Garden View Drive at County Road 46 because the safety on Harwell Avenue and Harmony Way would be jeopardized. Committee Member Nelson stated that the channelizing island proposal puts more local residents on their streets. Mr. Eastham stated that Garden View Drive is "not just your street, it's everybody's street" and that fact should be taken into consideration. Committee Member Shade stated that the Committee is examining alternatives that would not increase traffic on potentially affected streets.

Mr. Eastham expressed two additional concerns to the Committee. Mr. Eastham stated that he had received a two page flyer in the front door of his home. Mr. Eastham stated that this flyer was highlighted in certain areas and linked the Garden View Drive traffic situation to the 140th Street accident. Meeting Facilitator Libby requested that Mr. Eastham provide the Committee with this flyer if he still had a copy. The Committee also expressed concerns with the fact that information such as Mr. Eastham was describing was being distributed in the community. Mr. Eastham's second concern is that the Committee examine the entire neighborhood and not just Garden View Drive.

 

MISCELLANEOUS DISCUSSION

Meeting Facilitator Libby distributed an article from the Apple Valley This Week newspaper entitled "AV police chief issues 'school's open' message" (Attachment 4), and an e-mail correspondence received by the City from Ann-Marie Varpness (Attachment 5). Meeting Facilitator Libby also read a message received by the City via telephone from a Garden View Drive resident stating that the resident "thinks a stoplight at County Road 46 would be good, and does not want a channelizing island and wants no more restrictions or signs, and states that pedestrians have a responsibility, too, to use crosswalks appropriately." The resident also stated "that they don't think Lakeville residents will use Garden View Drive unless they're going to one of the schools, etc."

 

Andy Pederson stated that there were no requested changes to the August 28, 2000, Meeting minutes. Mr. Pederson indicated that the Meeting minutes would be posted to the City of Apple Valley's web site.

MOTION: of the Committee to approve the August 28, 2000 Meeting minutes. Motion passed unanimously.

Meeting Break at 8:00 p.m. Meeting resumed at 8:10 p.m.

 

Committee Member Hamann-Roland stated that the Committee should take input as input, remain neutral and gather information at the open house, and listen to what people have to say.

City Administrator Lawell distributed a letter dated September 1, 2000, from the Minnesota Department of Transportation (MnDOT) (Attachment 5) entitled "Stop for Peds. In Crosswalk" sign. City Administrator Lawell also distributed a brochure entitled "Are all-way stop signs the right prescription for your neighborhood" from the City of Lakeville. City Administrator Lawell asked the Committee whether they would consider utilizing such a piece of information at the open house.

Committee Shade discussed the fact that the City is potentially liable for traffic measures installed that do not meet the warrants of MnDOT. Committee Member Smith stated the public needs to be informed on the fact that the City does not control traffic measures such as signage, speed limits, signals, etc. Committee Member Smith stated that residents want to know why the City or the Committee can't control such traffic measures.

MOTION: of the Committee to approve a question and answer game with the purpose of educating residents at the open house. Motion passed unanimously.

 

OPEN HOUSE VISUAL DISPLAYS

The Committee discussed the timeline with which it shall proceed. The Committee expressed concern with the lack of time between the September 21st open house and the September 28th City Council meeting. The Committee established October 26th as the date with which it would present its findings to the City Council. The Committee determined that Meeting Facilitator Libby's office would summarize and chart the comment cards from the open house and also determined that the Committee would present its recommendation. The Committee also determined that the dress attire for the open house would be business casual.

Meeting Facilitator Libby presented the various display boards which will be presented at the open house.

The Committee discussed what should be said with regard to costs at the open house. Meeting Facilitator Libby stated that costs would be further examined once the final solutions are being examined. City Administrator Lawell discussed the various financing options the Committee may explore. The Committee determined that funding sources will be investigated to fund these potential projects. The Committee also discussed the potential of this being the first of many traffic issues which would be requesting funding.

The Committee examined a display board depicting the entire study area. The Committee recommended that the overall study area map include numbers which correlate the costs associated with each of the projects.

 

The Committee discussed the noticeable decrease in traffic speeds in the school zones on Garden View Drive since the implementation of school zone speed limits on 20 mph.

ACTION ITEMS

The Committee determined its meeting schedule to be September 18 and 25, 2000, at 7 p.m., and scheduled an open house for September 21 from 5 p.m. -8 p.m. at Valley Middle School. The Committee established October 26th as the date with which it would present its findings to the City Council.
