Individual Sewage Treatment Systems An individual sewage treatment system (ISTS) provides for sewage disposal and treatment for buildings that cannot be connected to city sewer service. There are currently less than 100 known ISTS that are in use in the City. Chapter 51 of the City Code regulates these systems. Owners of these systems have a responsibility to maintain them according to the requirements of state law. At a minimum, this means having systems inspected and/or pumped at least every three years to ensure they are working properly. A copy of the report from any inspection or pumping must be submitted to the City so we may keep a record of the maintenance. Approximately every three years owners are sent a reminder of the required maintenance (this program was started in 2002). If at any time an ISTS fails and becomes a threat to public health, it must be repaired or replaced. If City sewer service is available when a systems fails, it may be required to connect to the City sewer service.
