Handout for Installing Heat in a Garage PERMITS - A mechanical permit is required to install any gas appliance and a building permit is required for the construction and insulation work. If a homeowner is doing all of the work, one permit may be issued with prior approval of the Building Official. Electrical work is regulated by the Electrical Licensing and Inspection office (651-284-5064). INSULATION - Walls shall be insulated to a minimum of R-11 and the ceiling shall be not less than R-25. A vapor barrier (4-mil poly) is required on the warm side of the insulation. If the walls are not covered with sheathing on the inside, the vapor barrier shall be "flame retardant" poly. ATTIC VENTILATION - Air chutes are required between the rafters at the exterior walls to provide an air space between the ceiling insulation and the roof plywood. Roof vents and exterior soffit vents are also required. ATTIC ACCESS - A 22 by 30 access shall be provided to the attic if the attic has a vertical height of 30 inches or more. MECHANICAL - Proper combustion air shall be provided unless not required by the appliance manufacturer. An approved (UL listed) cap is required on the vent termination. The vent pipe shall have the proper clearance to combustibles for the entire length. A metal sleeve shall be provided, where the vent passes through the attic or wall insulation, to maintain the proper clearance. GAS LINES - All gas lines shall be tested with air pressure. The test shall be a minimum of 25 psi for 30 minutes and the city inspector shall witness the test. INSPECTIONS - Insulation and vapor barriers must be inspected before covering. Ductwork, venting and the gas line must also be inspected before covering. Call the Inspection Department at 952-953-2588 to arrange insulation and mechanical inspections.
