Commercial Plumbing, Mechanical, and Fire Suppression System Permit Fees The fees for all three of these permits are calculated in the same manner. The permit fee is figured by multiplying the contract value of the work covered by the permit times 0.015. The minimum permit fee $40.00. Plan review fees on commercial plumbing permits are charged and collected by the Minnesota Department of Labor and Industry. The City of Apple Valley does not charge a plan review fee on mechanical or fire suppression permits. The State of Minnesota Department of Labor and Industry mandates that municipalities collect a surcharge on all permits. The Building Codes and Standards Division, and the Plumbing and Engineering Unit are funded from these surcharges. A state surcharge is added to all permit fees as follows: When the permit fee is less than $1,000.00, the surcharge is $0.50. When the permit fee is over $1,000.00, the surcharge is 0.0005 times the permit fee.
