Housing In 1995, the City of Apple Valley elected to participate in the Metropolitan Livable Communities Act to address community development and housing opportunity issues. The City, along with several other Dakota County communities, elected to participate with the Dakota County Community Development Agency (CDA) in the development of a unified plan known as the Dakota County Cluster Plan. The Cluster Plan promotes public sector housing to meet the Livable Communities Act goals. An Action Plan annually adopted by each community participating in the program has been adopted reaffirming the Livable Communities Act goals. The City is committed to providing its residents with a variety of housing types. The provision of housing that meets the needs of existing and future residents will result in a well balanced community that provides employment opportunities, varied services, and cost-effective municipal services. AVAILABLE HOUSING PROGRAMS IN THE CITY A variety of housing assistance and improvement programs
are made available to Apple Valley homeowners and renters through the
Dakota County Community Development Agency (CDA). Homeowner programs include
Home Stretch Homebuyer Education, pre-Purchase Counseling, First Time
Homebuyer, Down Payment Assistance, Mortgage Foreclosure Prevention, and
the Home Improvement Loan Programs. Rental programs include Section 8
Rental Assistance, Scattered Site Public Housing, Family Townhome and
Senior Housing Programs, as well as other rental assistance programs.

Available For New The Dakota County Community Development Agency (CDA) is accepting applications for a new affordable senior housing development, Cobblestone Senior Housing, currently under construction in Apple Valley. There will be 60 units available including 2 one-bedroom accessible, 28 one-bedroom and 30 two-bedroom units. Cobblestone Senior Housing is located east of Pilot Knob Road and south of County Road 42 in Apple Valley. The building is expected to be completed by summer 2010. Building features include underground heated parking, community room with kitchen, fitness room, club room and screened porch. Individual units will feature ceiling fans, microwaves, stove, refrigerator/freezer, garbage disposals, air conditioning and emergency response systems. Additionally, Cobblestone Senior Housing will be completely smoke-free meaning that smoking will not be permitted anywhere inside the building including inside individual apartments or on the grounds outside of the building. Income Limits Rents Heat, water, sewer and trash are all included with rent. Resident's are responsible for electricity. Please note: Income limits and rents are subject to change. How to Apply All new applications for Cobblestone Senior Housing received by October
31, 2009 will be placed in a random drawing for placement on the waiting
list. Applications received after October 31 will be placed on the waiting
list by date and time the application is received by the CDA. Call the

New Resources for First Time Homebuyers Beginning in 2009, Dakota County homebuyers will have access to two new programs, Give Yourself Credit! and Downpayment Assistance, to make their purchase successful. Both programs are available through local mortgage companies and are made possible by the Dakota County Community Development Agency's (CDA) Homeownership Connection services. Give Yourself Credit! provides homebuyers with a Mortgage Credit Certificate which allows them to take an annual federal income tax credit equal to 20% of the yearly interest paid on their mortgage loan, limited to the homebuyer's tax liability. Homebuyers utilizing Give Yourself Credit! can also apply for downpayment assistance of up to $10,000, depending on household income. For more information on these programs >> CDA Silver Lining Loan Program The Dakota County Community Development Agency (CDA) has created the Silver Lining Loan Program which will provide up to $15,000 to homebuyers purchasing bank-owned properties in areas of the county that have experienced higher than normal levels of mortgage foreclosures. The program offers up to $15,000 in a zero-percent interest deferred loan to buyers of foreclosed residential properties in eligible areas of Dakota County. Silver Lining funds may be used for up to 50 percent of the required downpayment, the payment of normal and usual closing costs, or buy down of the first mortgage principal. For more information >>> CDA Home Improvement Loans Availability Finance your home fix-up with a Home Improvement Loan from Dakota County Community Development Agency (CDA). Funds are commonly used for roof replacement, furnace replacement, electrical and plumbing repairs, insulation and many other improvements. For more information on the CDA's web site >>> Residential Rental Registration Program. The City of Apple Valley adopted a rental registration ordinance effective November 20, 2007.
