Comprehensive Plan The Comprehensive Plan is the blueprint for growth and development of the community. It describes the long-term direction and vision for the City. The plan assesses the issues and opportunities that the City and the community will face in the next 20 years and discusses how the City and the community will want to respond to those issues and opportunities. Then, with a focus on development and use of land in the City, it describes actions and programs the City will perform in pursuit of the vision. The Comprehensive Plan contains the long-term goals for the city, such as providing a safe and healthy environment for residents, supporting businesses to help create jobs, and preserving the high quality of life the residents of Apple Valley have come to expect. Comp Plan Update Project: The City of Apple Valley, between now and June, 2008, is updating the
Comprehensive Plan. This is the guiding policy document for the future
20 years of decisions related to land uses, parks and trails, transit
and transportation, housing, and resource management. New ideas are also
being introduced: attracting more jobs, designing for active living, planning
for changes in climate and energy use, anticipating technology advancements,
and addressing an aging and more diverse population. There are

Guide Plan 2020 Update. The Comprehensive Plan (the Plan) contains
chapters on land use, transportation, utilities, parks and recreation,
and housing, as well as the Citys Capital Improvement Program. A
copy of the Comprehensive Plan is available from the Community Development

maps To implement the plan, the City adopts regulations for land use and development
ordinances that are codified in the Citys zoning, and subdivision
codes. As the blueprint for land use and development in the City, it provides
the basis for all the Citys actions on both development permit applications
and for use and development of City properties and facilities. All development
proposals must be consistent with the goals stated in the Comprehensive
