May 26, 2000 -- Update on Garden View Drive Traffic

In recent months, neighbors in the Garden View Drive area have expressed their concerns about traffic volumes and speeds on Garden View Drive. Neighborhood concerns were recently heightened by a decision made by the City of Lakeville to realign Highview Avenue in Lakeville with Garden View Drive at County Road 46. The Apple Valley City Council wanted to provide you with this update on the steps which are being taken to address these traffic concerns. Recent steps undertaken by the City of Apple Valley include:

  1. Project future traffic volumes on Garden View Drive;
  2. Additional tree planting to help reduce the traffic impacts;
  3. Analyze the current turning movements along 160th Street;
  4. Increased speed enforcement activities;
  5. Active involvement with Dakota County and the City of Lakeville in the design of the Garden View/Highview and County Road 46 intersection;
  6. Held an informal City Council meeting on April 25, 2000, at Valley Middle School; and
  7. Develop an Ad Hoc Committee to examine options that will help reduce the traffic volumes and speeds on Garden View Drive

 

GARDEN VIEW AD HOC ADVISORY COMMITTEE ON TRAFFIC

At its May 11, 2000, meeting, the Apple Valley City Council established an Ad Hoc Advisory Committee to examine the options that will help reduce the traffic volumes and speeds on Garden View Drive. The composition of the Ad Hoc Committee as established includes:

  1. Northwest Quadrant: Representatives from the area bounded by Whitney Drive on the south, Garden View Drive on the east, CR 42 on the north and the Burnsville City boundary on the west;
  2. Appointed Committee Members: Arthur Zimmerman, Nathan Koering

     

  3. Northeast Quadrant: Representatives from the area bounded by Whitney Drive on the south, Pennock Lane on the east, CR 42 on the north and Garden View Drive on the west;
  4. Appointed Committee Members: Jeff Loch, Mark Nelson

     

  5. Southwest Quadrant: Representatives from the area bounded by CR 46 on the south, Garden View Drive on the east, Whitney Drive on the north and Burnsville City boundary on the west;
  6. Appointed Committee Members: Richard Berg, Mark Heieren, Gary Shade, Neil Evers

     

  7. Southeast Quadrant: Representatives from the area bounded by CR 46 on the south, Cedar Avenue on the east, Whitney Drive on the north and Garden View Drive on the west;
  8. Appointed Committee Members: Lloyd Lawrence, Denise Louis

     

  9. North Garden View Drive Area: Representative from those who live along Garden View Drive north of CR 42 and south of CR 38;
  10. Appointed Committee Members: Peg Smith

     

  11. Representative from an ISD #196 school located along Garden View Drive
  12. Appointed Committee Members: Valley Middle School Principal Dave McKeag

     

  13. Representative from the Apple Valley Planning Commission;
  14. Appointed Committee Members: John Bergman

     

  15. Two members from the Apple Valley City Council.

Appointed Committee Members: Mayor Mary Hamann-Roland, Council member Ruth Grendahl

 

The Garden View Ad Hoc Advisory Committee on Traffic is expected to define the problems and concerns with existing and projected traffic flows, identify and research potential solutions, and recommend to the City Council specific measures which could be undertaken to improve traffic conditions in the area. City staff and traffic engineering consultants will support this group. Written meeting notes are available on this website. The Garden View Ad Hoc Advisory Committee on Traffic will begin meeting in June and throughout the summer. Subsequent meetings have not yet been scheduled.
