Economic Development Authority (EDA) The City is authorized pursuant to Minnesota Statutes, Section 469.090 through 469.108 (the "Economic Development Authority Acti"), to establish an economic development authority (EDA) for the City. The City established the EDA to promote the economic, commercial, housing, and industrial development and redevelopment of the City and in order to consolidate the activites undertaken by the City in those areas. The EDA has powers given to an economic development authority pursuant to the Economic Development Authority Act. Some of these powers include the ability to create economic development districts, acquire property, exercise the right of eminent domain, make contracts, and accept property. The EDA is governed by a board of commissioners consisting of seven members, five of whom are the members of the City Council. Meetings of the EDA are held on an as-needed basis.
